This custom search works much better than the built in one and allows searching older posts.

When the raise an octave symbol (octave?) 8 - - is present over the treble is the base also played an octave higher?

The 8----------v sign means that everything on the staff (the 5 lines where notes are written) that is immediately under it only is played one octave higher than written.
The 8----------^ sign means that everything on the staff that is immediately above it only is played one octave lower than written.
The 8----------v sign is usually seen above the treble staff and the 8----------^ is usually seen below the bass staff, but in theory they could appear anywhere. So a 8-------v above the base staff would mean everything written on the bass staff only is played one octave higher than written, and, although I don't remember ever seeing it, a 8------^ under the treble staff would mean everything written on treble staff only is played an octave lower than written. One situation that is seen fairly often is a 8-----v over the treble staff and also over the bass staff that is notated as a treble staff as the lt. hand plays higher up the keys. This way you can indicate that both hands are playing further and further up the keys, even right up to the end of the keys on the rt. side of the keyboard.
