Welcome to the forum, fatalize! That symbol is the time signature and means common time, i.e., 4/4.

Fatalize,

In case you run into other unknown musical symbols, and I bet you will, I have found this wikipidia page helpful:

While my friends here on the forum are quite correct as to the modern meaning of this symbol, most people do not know that most composers, while musical geniuses, were not very good spellers. The origination of that symbol came from an abbreviation of the phrase "Now "C" if you can play this!!" laugh laugh laugh

CC2: laugh laugh

Notice I answered this question quickly so I could sit back and let somebody else handle fatalize's TOUGHER question about why a particular note was shown as E# rather than F. :p

In the example posted above, since the "F" is supposed to be sharp in this particular key, it is less confusing to the player to call the note to the right of "E" natural "E" sharp.

An earlier definition of the "c" as a time signature is "imperfect time" or 4/4 time. "Perfect Time" is signified by a full circle and is the same as 3/4 time.

I got this little tidbit from Mr. Bruce Potterton at SummerKeys this summer. The origin is medeival according to Bruce. BTW, Bruce is a rich source of interesting information about music notation and theory.
