My brother in Fairfax, VA is looking for a piano teacher for his 7 year-old daughter.

One person he asked (actually a sales rep at Jordan Kitt's) suggested that she be enrolled in a group class, at least to start off with. The idea is that she can measure herself against her peers, not to be competitive, but to be able to get a sense of her own progress.

Others say that one-on-one instruction works at least as well as group instruction.

In any case, whether it is one or the other, I would like to know what is the best way for my brother to locate teachers in Fairfax. If you would like to offer your services please PM me and I would be more than happy to forward your contact details to him.

Your best bet is to try different teacher locating websites like www.getlessonsnow.com, www.mtna.org, etc. Compile a list of teachers in the area, and then have your brother call each of them to find out details, visit their websites, etc. That will help you (or your brother) narrow down prospective teachers to one that fits best with your niece.
