Dare one ask why a piano teacher in China would need to speak Russian? Thanks for your concern. The reason requiring the candidate speak Russian is that the students in the mentioned school are studying Russian. They can speak Russian better than English.

I know several Chinese-American piano teachers, who actually speak Chinese fluently. Would they be candidates? Should I pass this along to them?

So, you don't need a Russian teacher. YOu need a Russian speaking teacher. You should change the thread title accordingly. Thanks for your concern.

Thanks for concern.

I knew of someone from the "service" who spoke Russian (and 10 other languages), taught his students piano (and interrogation with piano strings, together with some fantastic usage of the hammers and jackhammers), and had a bachelor degree in something obscure ... I thought the Maoists would have truck-loads of such talents in store

I'm not Kid Ding. Aren't there plenty of Ding's and Dong's in China? I'm Chinese Singaporean, so please, it's not a racist comment ... but I'm no Ding Dong either.
