i was thinking of getting this. is that a good starter keyboard i guess. i really don't know what's considered a good deal or where to look so that's why i'm coming here for help. $400 is about my price range so if you could recommend me a good bang for your back keyboard it would be very much appreciated! edit: i was also looking at this one

It depends on what you want it for, if you want to learn Piano the Casio is a better bet because it has a full 88 key keyboard with a hammer action that mimics an acoustic piano. The Yamaha has something closer to a synth or organ action and only has 76keys.
If you do want to learn Piano specifically the cheapest boards that are worth considering are the Casio CDP100, CDP200, PX130, PX330. Yamaha P85, P95, Korg SP170 and SP250. maybe a few others.
I think the CDP100 is the only one under $400

Piano, I assume from what you have picked. The CDP100 is the lowest price digital piano with weight hammer action keys. The Casio PX130 is a little nicer for another $100. But there is not much else in your price range. (That Yamaha keyboard you linked to lacks the piano-like key action and has only 76 keys.) There are, I think better deals Kraft Music has some bundles and every now and then Guitar Center will offer 10% or 15% off coupons
