On a grand what causes high upweights if the downweights are normal? An example might be a key with 54 down and 39 up. How do you decrease the upweight but maintain the downweight?

Using your numbers the difference divided by 2 is the friction and 7.5g is on the low side so you might look for loose centers or wobbling flanges.
An increase in friction will increase the downweight as well as decreasing upweight.
A reasonable friction range is 10 to 12 in bass tapering to 8 to ten in treble.

Are you taking you upweights by depressing the key just to the point of let-off button contact and measuring from there up?

yes, some keys are high on both up & down some are OK down but high on the UPweight,,,,puzzling
