If this is a grand, I gave detailed instructions for regulating the dampers a couple of times, but it was several years ago and I do not remember when it was.

Haven't you tried the Bill Spurlock's jig? It is great! Read here: spurlocktools.com There is a .pdf file with complete instructions on using it.

msk, dampers are tricky little things. Years ago I purchased an action regulating kit from Schaff that has a spacer that is used to regulate dampers. You place it on back side of individual key, metal piece is the desired thickness of space before lift. The device you picture would be good if all felts were uniform, but often they are not. The tricky part in regulating dampers is to hold the damper wire steady while you're retightening the screw in the barrel. I use a long screw driver and needle nose pliers and sight from above. But above all, be sure the action is properly regulated before you start messing with dampers. Often dampers that have problems, seem off, are responding to action that is off.

If they are generally lifting too soon, you can adjust the damper pedal rod up until the damper timing at the key is satisfactory. The dampers will be off the strings, but you are only concerned about the timing. Then pull the action and adjust them all using the tray height you ended up with after adjusting the damper pedal rod.
If they are too slow, then remove the action and lower some sample levers first, then replace the action and do as described above.
