There's no best out of a field of zero.
If you must stay with 73/76 because an 88 won't fit, the only current 73/76 controllers with piano-suitable actions I can think of are Studiologic VMK-176 Plus and Infinite Response VAX77, both of which have more functionality than you want, but may be your best options. Or, if you ignore the fact that they also happen to have built in sounds that you don't care about, Korg SV-1 (73), Nord Electro 3HP, and for extreme overkill, Nord Stage 2. Kurzweil used to make the PC1SE.(Some others 73/76 weighted boards have wheels to the left which make them as big as some 88s anyway.)

The VAX77 is your best out there .... but your options at 88 keys and much wider, better, cheaper ....

Ah yes, the flat top practically rules out all the 73/76 options except the VAX77. Even the Nords, while flat, don't have a clean surface for sitting another board on top, you'd have to at least use some large rubber feet or something so that any board you'd lay on top could sit above the Nord's own control panel (which would be okay, since you wouldn't need access to the Nord's controls if you're not using it for its sounds).

For what you want, if you could possibly fit the width of 88 keys, you'll probably find what you want for less. Maybe a Yamaha CP300, for example... and they've been around long enough that you should be able to save some money by finding a used one. There aren't too many boards around with deep flat tops suitable for stacking a second board on.
