Tuning is part of the process of working on the piano. If the piano was restrung, it should be tuned several times before delivery, and you can still expect to go out of tune after you get it home. It needs to be tuned for voicing. The humidity in your home is probably different from the shop, and that can affect tuning. So the piano should be tuned when you inspect it, but it should also be tuned after delivery, as well.

A piano tuned at the factory and then left to be as it is thereafter is what happened to pianos that went to the wild West in the late 19th and early 20th Centuries. A piano went to a saloon and was played nightly but without anyone to maintain it, it developed that characteristic, "Honky Tonk" sound. If you expect that a newly re-strung piano to be tuned before delivery and you won't need to have it tuned again afterwards, a Honky Tonk sound will develop quickly.
It is your treasure. It is up to you to maintain it. How well it will sound depends upon how frequently you have it tuned and otherwise maintained after you get it in your home. A piano tuning will last about as long as a window cleaning. It starts to deteriorate the moment it is completed.
It is up to you to decide how frequently you want to spend the money to have it tuned. If you value the piano, the more frequently you will have it tuned. Anyone has their priorities regarding discretionary spending. Examine your priorities for the piano, fully expecting the need for more frequent service early on and less as the new strings settle in.
The technician who rebuilt the piano may not be the ideal technician to service it afterward. Keep that in mind. Some rebuilders often do not like to do routine work but some may want to maintain the instruments they have rebuilt. Find this out and go with whomever will provide the best service.
