To all of your questions: I don't quite know! I got it off of facebook, myself. You're welcome to its use.

Pretty sure it's part of a public art display, e.g. the "big pig gig" that Cincinnati has held on two occasions. Lexington, North Carolina had a similar "Pigs in the City" display. (We did the same thing in my Lexington, only we used horses--naturally--not pigs.)

Looking at the upholstery on the inside of the Swineway reminded me of an old joke:
