I've seen let-off wrenches that grab the dowl, a variation on needle-nose pliers, with semi-circle tips to surround the letoff dowl.

Anyone know where I can get these?

Most of the piano technicians' supply houses have them. Item number 290 in the Schaff catalog.

Or, you might be interested in my universal jack regulating tool that does both standard loop-style letoff buttons and also the dowel type.
