Does a higher level mean A=448? No. Some tune to A441 to A443 but no one tunes higher than A444, and those people are nuts.

Is this just another name for a higher level tuning than is normally done on home instruments? The type of tuning that usually only a professional pianist might want or require? Due to the rigors of virtuoso playing, concert pianos have to be extremely stable. To get there, the piano has to essentially be in tune already. Anything greater than a few cents difference will not be stably tuned. In ideal circumstances, a concert instrument will be tuned at least twice on the day of the concert, once before rehearsal, and once afterward.

For the case being, his answer was appropriate, and above 443-44 you will experiment some easy string breakage on some "German scales" (understood as high BS % used soon in the scale *) The question was not about pitch anyway... Dont complain about over enthusiastic people, the race is near of extinction (*) Schimmel, Sauter, for instance

A concert tuning is a tuning done for a concert. Like Beethoven said, the tuning's stability is very important, given that the artist is likely demanding more of the instrument than most home players do, and there are presumably a lot of people watching and listening, who would notice if the tuning is falling apart. So there's a lot riding on the tuning, for both the artist and the tuner. Well, that's my take on the subject.
