I tuned a '38 Baldwin Acrosonic today and a few bass strings (two set only)varied up as much as 35 cents and down as much as 30 cents. The pitch would eventual return to normal (minus my sanity)but only after 7-10 seconds. Any idea why this is occurring?

Sounds a bit like the string isn't sliding across the top of the bridge properly - different tension in the non-speaking portion of the string to the speaking part, which is taking a few seconds to equalise...?

How's the the pinblock doing in that region? Yep, also check the bearing points for excessive friction preventing good string rendering.
