Does anyone else get this? Around the beginning of July, all my students start practicing about half as much as usual (if that), and when they come to lessons, I can barely keep their attention.

I think it's the point of the summer where they haven't had a routine or a lot of work to do for long enough that they resent any form of it whatsoever. Also, vacations, swimming lessons, parties, trips to water parks, etc., consume their interest, and piano just doesn't compare.

*sigh* The same thing happens at the end of the school year, but for completely opposite reasons.

Yes, I get that, even when students are off for two weeks between lessons. This is another reason year-round schools were created, so that the slump doesn't happen.

But it's hard to do in places where the weather becomes extremely hot during the summer.

For most of my students, I try to get them to do recitals and competitions in July/August so that they won't have that slump, but it still happens, even to the best of them.

I thought year round schools were created to avoid the need to build new facilities.
