I was thinking about buying this Young Chang upright off ebay, but the pictures show there is some rust on the tuning pins and the ends of the strings (the rest of the strings look fine). Would this be a problem? Will it affect the sound?

The presence of rust could be symptomatic of serious problems - and not just with the strings and pins. Have it checked out by a good piano tech before you buy.

There is another source of rusty tuning pins and that is from the piano tuners themselves doing it inadvertently . Rust on tuning pins can occur when their tuning wrench tip is brought into a warmer room from their ice cold air conditioning in their cars. The inside of the tip has condensation on it which is then left on the pin.

I've seen this a LOT this summer on pianos coming in to the shop for refinishing. Someone needs to make a cap or put a cotton ball inside their tips when not in use.

at the sound of it can not influence
It's rusty pins is not terrible, but the rusty coils strings are dangerous piano tuning. It's can to break
