My piano teacher augments Easy Piano (my level)arrangements with additional notes that add complexity and sophistication to pieces. I'm working on learning to do this and am wondering what resources exist that teach the skill or would aid in understanding the underlying theory.

Others might be able to help more if you give more information as to your level, and what kind of pieces (titles) you are playing.

Forum member Elyssa used to frequent the various monthly piano bars and offered a low cost online course for what she calls cocktail style piano. I can't seem to find the link at the moment, perhaps someone else has it handy.

I'm not even sure if this is what being asked, but cocktail style may be at least one answer. There are some other threads in a similar vein on cocktail piano:

I suggest spending time on the task. Perhaps take simple melodies of popular songs, do your own arrangements, and make them progressively more complex. Or take relatively simple arrangements and add runs and ornaments. There is quite a bit on Youtube on this kind of topic, but it often takes a lot of wading to get through the junk, and find something at a person's particular level that offers something useful.

You might invest in a music theory course at your local community college for learning theory. A nice introductory book on the topic is Michael Miller's The Complete Idiot's Guide to Music Theory. My level is early intermediate and lessons usually cover part of a classical piece (which gets no augment!) and a pops piece like Longer Than or Lion King Can You Hear... Have worked through RCM theory books 1-3 with accompanying text.

Might a "play from a fake book" book work for giving ideas on how to flesh out simpler arrangements?

A good idea. There are some Internet resources -- try Google.

Might be worth a look for those that are looking to fill out arrangements. Elssa's contributions to the monthly piano bars were almost always her own arrangements and filled with extras not found on a typical score.
