On my grand, if I press the key down slowly all the way to the bottom without making any sound, and the release the key quickly, I can hear the sound of action mechanism working. This happens to every key of my piano.

My question is, is this normal? Should I hear the sound of the action at all? If so, how loud should it be?

Yes it's totally normal that keys make a little thump sound when you release them quickly. It's the hammers falling back in their initial position. As long as all keys make the same soft noise on release, it's all fine.

It could be abnormal if one or a few keys do a different type of sound on release. For example, a soft "metal" noise heard with the release thump could indicate that one of the sostenuto brackets is a bit out of position, etc. But it's very easy to fix, just a little adjustment.

Key/hammer return noise is always there at some level. If the balance rail holes are loose upon the pin clicking type noises can sometimes be heard.
The one grand action noise that I strongly dislike is the thump most Yamahas have when the jack returns to rest. Many Steinways from the 1960 to 1980 era had hard knuckles that "thock" when the hammer returns to rest.

If the action hasn't been regulated in a while, the back stop rail could be too high (too close to the shanks) and need adjusting.

It (the noise) only bothers you if you pay attention to it; just ignor it and listen to the music. smile

This has been called "actuation noise" and is probably the normal sound of the mechanical parts doing their job. As others have stated, this "noise" may be lessened with regulation or by needling or replacing hard knuckles, but some sound will always be there.

Rick was also spot on. When you are playing music it is rarely noticeable.
