As a degreed mechanical engineer, I figure that perhaps there is a market for a "touch meter" that could measure the touch weight of a key by simply pressing it?

Touch weight is but one measure of how a piano responds. A measurement of 52 grams touch weight is completely meaningless without context of tone and colour.

One tiny little technical parameter that has little bearing on the overall package that makes the piano.

I believe I have seen such a device. It was at the PTG National Convention. It was being shown by one of the piano tool exhibitors, but I can't remember the name.

For the purposes of most buyers, that can be done literally for nickels and pennies -- A nickel is 5 grams, a penny 2.5 grams. Just take care not to let them fall between the keys. That's one way you don't want to put money into a piano.... ;-)

Why not just ask a store owner, if they would foot the bill for an a Piano Tech of your choice,( not the store owners Choice)on any piano you are interested in. Whether someone buys the piano from our store or not,
I would gladly pay the cost for a complete inspection of any piano I have for sale.Takes out all the guesswork.

If your "touch meter" can measure the inertial properties of the action response in a musically meaningful way, I believe there is a market for one if it can be sold at a modest cost, $200-$300.

In a seemingly infinite universe-infinite human creativity is-seemingly possible.

In a nutshell, you don't buy pianos based on paper specs.

But they are very much worth your time having a look at.
Especially when involving top grade hammers, strings, felts or entire soundboards, they are hardly ever chosen "by coincidence"

Nor would manufacturers be willing to pay for them.

Static touch weight tells very little about how the action will feel. You need to measure additionally and more importantly the moment of inertia.
