What does the term "Ped. ad lib." mean? Does it mean lift the pedal at the beginning of every new measure?

It stands for Pedal ad libitum and it means that the pedal is to be used at the performer's discretion.

It means you pedal by ear, for the best effect,
which, in my opinion, is how you should pedal
in every piece. Beyond the beginner/intermediate
level--where, in general, you follow
the pedal-down/pedal-up marks printed
on the sht. music, just to get familiar
with using the pedal--pedaling should be
all by ear. That is, it is not necessary
to follow all the elaborate pedal markings
printed on the score, which may, in fact,
have been put in by some music editor with
little real ability at the keyboard.

Some people feel that pedaling
is an advanced science needing yrs. of
specialized training under the guidance
of the best teachers, but I don't see this.
Why bother with all that when anyone can
get the same results pedaling by ear?

When you pedal by ear for the best effect,
it essentially means that anything is
possible depending on the music, your
interpretation, your technique, your
psychological makeup, etc., that is, you
might: use little or no pedal; follow the
printed pedal markings; floor the pedal
and leave it down for long periods;
pump the pedal here and there only; use
continuous light taps throught the piece;
etc.
