I have a photocopy from a reliable source that my teacher gave me. As an interesting side note the book is from the collection of a local concert pianist.
Anyhow, I have been working on this P&F for a while now, but because school is crazy busy I have had less than an hour a week to sit down with them outside the lesson. At the very beginning of bar 19 there is a four not chord in the left hand (b,d,f,a) as well as 3 accidentals: bb,eb, and ab. I was wondering if they printed either the accidentals or the chord wrong because there is no e in the bar at all. I have seen in quite a few places the use of an accidental at the beginning of a bar to remind us to return to the key sig. if there was a raised or lowered note in the previous bar, but only when that note appears in the present bar. I don't want to learn this whole piece only to learn that I was playing that part wrong.

Yes. Bb D F Ab is correct. I'm pretty sure your edition was only highlighting the key, however redundant.
