I think it's because the top strings ring for so little time anyway, they don't need to be cut off by a damper- being short strings, they don't vibrate for long like the big bass strings.

I imagine they also add a lot of overtones since they are free to vibrate sympathetically and must contribute to the overall sound of the piano.
