I think it's because of the boisterous, playful nature of the themes in that piece. If you'll look at other classical pieces featured prominently in cartoons, most have the same qualities. Look at "The Thieving Magpie", Ponchielli's "Dance of the Hours" and "Barber of Seville Overture". All with multiple memorable themes.

I don't know about you, but now whenever I hear these pieces I can clearly see visions of Tom and Jerry trying to kill each other or Bugs Bunny fleeing Elmer Fudd. They just...work. :p

Thats scary, my school piano teacher, Stanislaw Hansel, played me this Rhapsody just yesterday and asked if i'd ever seen it on Tom and Jerry before! - I never have until now, he mentioned that the notes showed on the piano being played are actualy the notes to the rhapsody, not just an imitation... Is that right?
