regulating versus voicing

I notice several posts mentioning regulating a piano. Is this the same as voicing? And when does one know whether or not their piano needs either regulating or voicing? Gaby Tu

Strictly speaking, voicing is the last step of regulation. Regulation is adjusting the mechanics of the piano so that everything works evenly. Voicing is the part that makes everything sound even.

Regulation is adjustments made between where the finger touches the key and the hammer touches the string.
Voicing is manipulating the relationship between the string and the hammer. Usually this refers to making changes in the hammer felt.
