I have a chance to purchase this for $200, is it worth it? I know it's 20 years old but all the keys work. How often do digital piano's go bad and is it expensive to fix?

If it has weighted keys and it is in
perfect condition, then $200 might be
okay. Test all 88 keys with and without
the rt. pedal. I bought a Korg C-800
console in 1989, and it is still in
perfect condition and performs similarly
to today's digitals, so digital pianos
can last for indefinite periods. Digital
pianos are essentially a computer with
a keyboard and speakers, and so you
need to care for them like a computer,
that is, no water getting inside, no
overheating, no slamming around, etc.

This CLP-350 will play not that much different
from a brand new Clavinova today costing
thousands.

if you consider buying it as a cheap keyboard, then for $200 it's worth it. but don't expect too much from a 20-year old technology.

today's DP technology is hugely different from that 20 years ago, on action or sound generator or sampling technology. so just don't expect a 20 year old CLP350 is even comparable with an entry CLP model today. if you think about a computer from 20 year ago, it's way behind in speed and capacity from even the cheapest computer today. digital keyboard instrumental technology is even more complicated than a computer, because of different aspects of such an instrument, including sampling, sound generation and action mechanics and algorithms involved.
