Are these two terms the same? I'm struggling to understand the whole layering thing (this word is used in multiple contexts).

From what I understand, if a sound uses more than one layer then it effectively cuts the number of polyphonies. So a sound sampled with two layers on a piano with 64 polyphony will only be able to use 32 keys simultaneously. Is this true? Does this apply to the dynamic steps in the CLPs?

Another question. What is Stereo PCM? I did a search for this term and came up with nothing here. Is it different than Stereo Sampling?

not sure about your specific kb, but usually your kb can play N basic voices. layering stacks voices up so that multiple voice play for each key pressed, thus you can only play half as many notes. The term dynamic sampling ussually means that an acoustic intrument was sampled at two or more volume levels because the character of the sound changes at different levels. Usually this doe not effect polyphony, just uses more memory. PCM is pulse code modulation, the basic digital coding format used in uncompressed wav files.
