You're noticing this on a digital when you have the power turned off or the vol. at low levels. You'd have the same thing on an acoustic piano, but you can't hear it because an acoustic is always at full volume. Don't worry about it.

Digitals are designed for durability and reliability and should last indefinitely. Felt, being a fragile material, would not be used as part of a digital's action. There is felt trim around the edges of the keyboard, but that's just for decoration and serves no function in the action. I bought a Korg digital console in 1989, and my neighbor now has it, and it is still in perfect condition.
