Do they have only 1 sample layer?

The promotional video says there is no switching of samples for striking the key at any given velocity.

It is more complicated than that. It kind of morphs the sound between the different qualities as you play at different volumes, kind of like the image morphing effects that were popular when Terminator 2 came out.

Did you watch the DRAKE video? I think Dave explains it and demonstrates it well. http://www.generalmusic.us/grp800.htm
What he means by no switching between sample layers is that the sound is generated on the fly to sound different as you play harder or softer, rather than simply play fixed samples from harder or softer layers. You will never hear a transition.

Another way to think of it is that the DRAKE Gem's have an unlimited number of samples per key, not just 2 or 3 or 4. I'm really impressed by the whole DRAKE technology and really wish I could get my hands on one to try it out.

I hope to try some out myself soon also. I hope to purchase by the end of the year and I want to get in plenty of playing time on each model I am considering, including the RP800.
