Does anyone know where I can read this publication? I believe it was published in 1987 and google searches result with this being referenced in many teacher biographies, however, i can't find the publication itself.

Teachers - and students - FYI, WPPC stands for World Piano Pedagogy Conference. It is probably the premiere such conference and is actually attended by many folks from every continent. If you live somewhere in Europe, airfares to the USA that time of year are at rock bottom. And with the dollar to Euro being what it is, you can really visit on the cheap and have a great time to boot.

If you'd like a flavor of the caliber of lectures, masterclasses, etc., purchase a recent DVD from them. It's not very expensive, and you can find out what you're missing. I'd recommend the Louis Mauro Castro Listz recital (PVPR7001) for a flavor of the concerts; there's a masterclass of a performance of the Tchaikovsky Dumka with John Perry & Claude Frank (PVPT3022) which is quite revealing , and also the one with Marc Durand & Phillip Kawin (PVPT3024), and Veda Kaplinsky's lecture (PVPL1015) on practicing without hand injury is really worth viewing.

If I can find it, I have a copy of the proceedings from either 2005 or 2006 in pdf which I will post on my web site for your downloading.
