I have a very basic question.

Let's suppose you put the pedal down and play C, lift your finger off the key, and then play E. (keeping the pedal down the whole time).

The next time you do the exact same thing except you also connect the two notes with your fingers(as if you were playing legato without the pedal.

It seems to me that that you should be able to make the first instance sound as legato as the second although for perhaps psychological reasons, if I was trying to make a legato sound with the pedal on the whole time, I would normally use the finger legato also. Maybe this is because I was probably first taught to play legato in passages without using the pedal and developed the idea of legato as connecting with the fingers(which I think may be only one way to get a legato effect).

Anyway, I'd appreciate your thoughts on whether or not the above is correct and pedal legato can be made equivalent to pedal + finger legato.

I would use the music score to do the correct phrasing. Technically, they sound excactly the same in terms of phrasing, but in the context of the musical selection, I would recommend against doing the former. For if the C and E were part of a melody of a longer phrase, and the accompanying harmonics were constantly changing, then the pedal would have to be lifted to preclude a muddled sound, and that would disrupt the phrasing in the melody. So being dependent upon the pedal of legato is not a good idea. Using your fingers for legato would carry on the correct phrasing for the entire passage instead of only a measure or so.
