What are the legal concerns when creating a web site? Are there any legal actions for any violations regarding this matter?

It depends on the content of your website, and the jurisdiction you are in.

Where I come from (Australia), one can be liable for misleading and deceptive conduct, if they are advertising materials which can be deceiving. There are also copyright laws which protect the true owner of intellectual property or respective copyrights. Also, if your site is purporting to sell goods and products, you may be liable for implied warranties that come with normal sale of goods.

Any number of laws can govern the internet, but generally, for a small noncommercial website, a common sense approach will usually be good enough.

Well just stay away from the obvious illegal topics and don't infringe any copyright laws. You'll be fine.

Entirely depends upon the content, shouldn't be someone's copyrighted stuff, abusive, or violating community guidelines
