Hello, I'm new to playing and I'm stuck on this part of my piece:

The part that I'm stuck on is right after 1-and, when am I supposed to play B flat? Should I play it quickly right after "D&F" and then continue onto to 2?

The Bb in the left hand (16th note) is played during the 2nd half of the D-F chord in the right hand, while the first note, the A is held through the first half. Does that help?

Hope I'm seeing the right image, as I see right hand chords of E flat and F.

The B flat in the left hand is a sixteenth note.
Sixteenth notes are 1/4 of a quarter note, or 1/2 of an eighth note.
The dotted eighth is worth 1 1/2 eighth notes, or the same as 3 sixteenth notes.
So 3/4 of the beat should be given to the A, and 1/4 of the beat should be given to the B flat.
The B flat is played halfway between "1 and" and beat 2.

I actually count 1 e and a 2 e and a 3 e and a to do 16th notes in 3/4 time.

I would count the bass staff:

(Dotted eighth) 1 e and
(Sixteenth) a
(Eighths) 2 and 3 and
