It's a nice public service spot. I'm sure it must have been inspired by an urban legend that has circulated for years.
The predominant version seems to feature Paderewski as the doting pianist and "Twinkle, Twinkle, Little Star" as the song played by the little boy, but I've seen variations substituting Horowitz as the pianist and/or "Chopsticks" as the song.
