Usually people employ people who will assist them to obtain a certain proficiency or standard that usually relates to the fee charged. MBAs assisted programs are all over the net and some the people have become rich in France and then because it is web based privately behind the scenes moved to Canada which is why the internet is so powerful. I suppose that you as client/student can afford what is offered and obtain the knowledge or knowledge necessary to get a degree in whatever country you need to be certified in, then all is good. When I was a student I went to an American college, but I had to get the Canada government to certify the college else I wouldn't be able to get Canadian student loans or Canadian tax writeoffs for my expenses as a Canadan in Canada for the American college. Lots of things to think about in this day and age.
ESL is another area where foreign students and their parents can pay big fees for their kids and the certifications are all over the map.
