Whats going on with these weights? ...

something acoustical (to lower impact noise )...? or simply to have more mass for the hammer flange.

Well, it may look crazy, but I have seen enough Kaps pianos to have nothing but high respect for them. They surely thought they were on to something, but obviously it didn't catch on....
