I'm guessing this little clip was added to be able to save the string of one that broke at the tuning pin. It shortens the string just enough to get a couple wraps around the tuning pin.

Was this something sold in the past, or just an inventive little fixit by a tech that didn't like to put in new strings?

A novel approach.

Certainly more costly than replacing the string.

But nothing technically wrong with either the concept or execution. It would not detract in any way from performance.
